On November 14, China Charity Federation held the China Charity Forum (2024) and the 30th Anniversary Symposium of China Charity Federation in Beijing. Lu Zhiyuan, Secretary of the Party Group and Minister of the Ministry of Civil Affairs, attended the meeting and made a speech.
Lu Zhiyuan highlighted that since the 18th National Congress of the CPC, the Party Central Committee, with Comrade Xi Jinping at its core, had placed significant emphasis on the development of the charity sector. General Secretary Xi Jinping has issued important instructions, which provide fundamental guidance and clear direction for advancing charitable endeavors. With active participation and strong support from all sectors of society, China's charity sector has made significant progress, contributing substantially to the goal of building a moderately prosperous society in all respects and advancing the construction of a modern socialist country.
Lu Zhiyuan pointed out that over the past 30 years since the founding of China Charity Federation, it had adhered to Party leadership, upheld the work philosophy of "serving the country, society, people's livelihoods, and the future," and actively engaged in charitable activities such as poverty alleviation, elderly care, child welfare, disability aid, medical assistance, education support, disaster relief, and pandemic response, achieving significant results.
Lu Zhiyuan emphasized that the 20th National Congress of the Communist Party of China made important deployment for the development of the charity sector, and the Third Plenary Session of the 20th CPC Central Committee explicitly called for support in advancing public welfare and charity. On the eve of the 15th National Civil Affairs Conference, General Secretary Xi Jinping issued important instructions on civil affairs work, injecting strong momentum into the high-quality development of civil affair, including charity in the new era. We must deeply study and implement General Secretary Xi Jinping's important instructions and earnestly implement the Central Committee's decisions and plans on charity, striving to create new opportunities for high-quality development in this sector.
Lu Zhiyuan outlined three expectations for charitable organizations and workers. First, the political direction must be firmly upheld, ensuring alignment with the Party in both thought and action. Charitable work should be guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, with Party leadership maintained at all times, and a commitment to promoting virtuous and progressive values, thereby ensuring the correct development path is followed. Second, a people-centered approach must be maintained, with a focus on enhancing the positive role of charity. Efforts should be made to strengthen a sense of responsibility to the people, focus on demand-driven strategies, improve the functionality of charity, and innovate charitable methods, continuously promoting inclusive, foundational, and safety-net welfare initiatives. Third, charitable activities must be carried out in a healthy and transparent manner in accordance with the charitable law. Charitable organizations should further strengthen compliance mechanisms, improve internal governance, reinforce industry self-regulation, and promote "sunshine charity," thereby enhancing the credibility and transparency of the charity sector.
Zhang Chunsheng, a member of the National Committee of the Chinese People's Political Consultative Conference, former Vice Minister of Ministry of Civil Affairs, and President of China Charity Alliance, delivered a speech, expressing hope that China Charity Alliance and China Charity Federation, building on their close cooperation, would further consolidate development consensus, expand collaborative fields, establish long-term mechanisms for cooperation, jointly promoting the healthy development of the charity sector.
Gong Puguang, President of China Charity Federation, chaired the opening ceremony and delivered the keynote speech. He stated that in the next five years, China Charity Federation would start from a new beginning, taking the lead on the path of Chinese-characteristics charity, setting an example in the grand cause of charity governed by law, promoting the creation of a positive social charity ecosystem, carrying forward and learning from excellent charitable cultures, pioneering the modernization of charity, and actively participating in the process of expanding Chinese charity to the world. With a renewed spirit and a pragmatic, hardworking approach, the Federation will make new and greater contributions to the high-quality development of charitable causes with Chinese characteristics.
Zheng Gongcheng, member of the Standing Committee of the National People's Congress, Vice Chairman of the Central Committee of the China Democratic League, President of China Association of Social Security, and Chairman of the Expert Committee of China Charity Federation, along with other distinguished guests, including Cao Dewang, Honorary President of China Charity Federation, Chairman of Fuyao Group, and Chairman of Heren Charitable Foundation, each delivered thematic speeches.
More than 350 people participated in the event, including experts and scholars from the charity field, heads of some social organizations, heads of provinces (autonomous regions, municipalities), Xinjiang Production and Construction Corps, and charity associations in cities separately listed in the plan, representatives of some members of China Charity Federation, representatives of caring entrepreneurs recommended by various localities, and representatives of the media.
