As the mother river of China, the Yellow River is flowing through nine provinces(regions) including Qinghai, Sichuan, Gansu, Ningxia, Inner Mongolia, Shaanxi, Shanxi, Henan and Shandong, where the Chinese people have multiplied and thrived for thousands of years, nurturing a brilliant civilization. Entering a new era, the Yellow River has become a natural link connecting the coordinated development of the Yellow River region and the comprehensive construction of a socialist modernized country. In the great practice of promoting the high-quality development of philanthropy, promoting Common Prosperity and promoting rural revitalization, charities in nine provinces (districts) along the Yellow River have worked together and made progress hand in hand. There are many bright spots and distinctive characteristics in the development of charity activities, charity culture research, charity project implementation and so on, forming some good experiences and practices reflecting regional characteristics, regularity and are creativity. The introduction made by President Deng Yongjian just now not only show us the outstanding characteristics of charity work in Henan, but also show the vitality of the vigorous development of charity in the nine provinces (districts) along the Yellow River. Using the "Five Charities" as the carrier, Henan Charity Federation adheres to promoting the Yellow River culture, telling the story of the Yellow River well and caring for offspring along the Yellow River. It has achieved significant results in assisting in poverty alleviation, participating in rural revitalization, doing a good job in epidemic prevention and control, carrying out flood relief and promoting organizational construction. It can be said that Henan Provincil Charity Federation not only has made its own unique charity brand, but also has played a good role in leading Henan charity industry, whose role of coordination and guidance has contributed Henan's strength to promoting the high-quality development of charity with Chinese characteristics.

In recent years, China Charity Federation and Henan Provincal Charity Federation have established a close cooperative relationship and jointly carried out a number of charity projects, such as Happy Homeland, Drug Aid, Caring for Children, Smile Train and Charity Culture Construction, which have achieved significant social benefits and laid a solid foundation for more in-depth and lasting cooperation in the future. I will share some opinions with you at this forum.

I High quality development is an important feature of comprehensively building a socialist modernized country in the new era

Since the 18^th National Congress of the Communist Party of China, Socialism with Chinese characteristics has entered a new era. The Party Central Committee with Comrade Xi Jinping at its core has united and led the people of the whole nation, creating new great achievements in the cause of the Party and the country and realizing great changes. In 2017, Secretary General Xi Jinping reviewed the whole situation and proposed a new proposition of high-quality development for the first time in the report of the 19^th National Congress of the Communist Party of China starting from the development characteristics of the new era, making a new conclusion that "China's economy has shifted from a stage of high-speed growth to a stage of high-quality development". Afterwards, he made profound explanations on multiple important occasions on what high-quality development is and how it can be achieved. He pointed out that “high-quality development is the development that can effectively meet the growing needs of our people for a better life”, "it is the transformation from 'whether there is or not' to' whether it is good or not '," it is the development that reflects the new development concept "," high-quality development is the theme of China's economic and social development during the 14^th Five Year Plan and even longer ". It can be said that firmly promoting high-quality development and following the path of high-quality development is an important experience in achieving great changes in the new era, it is also an inevitable choice for promoting sound and rapid economic and social development in the longer term in the future. Charity is an important part of the cause of Socialism with Chinese characteristics. With the call of the times for high-quality development from the Central Committee of the Communist Party of China, how to promote the development of charity in a new era and a new journey to achieve new and higher quality development, better promote Chinese path to modernization and help Common Prosperity, which is a very important and urgent topic for practitioners and experts in the field of public welfare and charity.

　　II. Incorrectly Understanding and Grasping the Profound Connotation of High-Quality Development of Charity

Secretary General Xi Jinping pointed out that "high-quality development is not just an economic requirement but an overall requirement for all aspects of economic and social development". In the field of charity work, it is the premise and basis to have an accurate understanding and grasp of the profound connotation of high-quality development of charity for implementing a series of strategic decisions and deployments of the central government on implementing new development concepts and building a dual circulation and promoting high-quality development.

Firstly, to achieve high-quality development of charity, we must adhere to the path of charity with Chinese characteristics. Charity in China is rooted in China's excellent traditional culture. With the establishment of the Socialism with Chinese characteristics system and the change of contemporary China's economic and social environment, it has formed a unique development path in the combination of the sublation of traditional and modern charity. It is bound to adhere to the path of Chinese characteristic charity development for the high-quality development of charity in the new era. One is to adhere to the leadership of the Communist Party of China. The leadership of the CPC is the most essential feature of Socialism with Chinese characteristics. To promote the high-quality development of charity, it is necessary to clearly adhere to the political principles led by Communist Party of China, fully playing the political core role of party organizations and comprehensively strengthening the Party's leadership over charity work. The second is to practice the Party's tenet. Serving the People wholeheartedly is the purpose of our Party as well as the highest value orientation of charity with Chinese characteristics. To promote the high-quality development of charity, we must practice the people-centered development concept and better play the important role of charity in consolidating the ruling foundation of the Party, promoting social harmony and stability and helping to achieve Common Prosperity. The third is to respond to the call of the Party. The only path and glorious mission of charity with Chinese characteristic is to take the flag of the Party as the banner, the orientation of the Party as direction and the will of the Party as volition. To promote the high-quality development of charity, it is necessary to actively respond to the call of the Party, devote oneself to the Party's cause, actively serve the national strategy, and strengthen new responsibilities and demonstrate new achievements in the new journey of comprehensively building a socialist modernized country. The fourth is to integrate with the modern charity system. As far as charity with Chinese characteristics is concerned, characteristics are objective facts, but not "anything special must be excellent", in which there exists essence and dross. To promote the high-quality development of charity, on the one hand, we should adhere to the "sublation", take the essence of traditional charity and discard its dross, on the other hand, we should adhere to the "integration", focus on absorbing the successful experience of western modern charity, integrate Chinese traditional charity and western charity laws and achieve the innovative development of modern charity.

Secondly, to achieve high-quality development of charity, we must adhere to the rule of law and strive to create a good social atmosphere for the development of charity. The high-quality development of charity cannot be achieved without a complete regulatory and policy system, a sound charity supervision system and a good social environment for the development of charity. The first is to further increase the importance that all sectors of society attach to charity. We must conscientiously implement the important directive spirit on vigorously developing charity, deeply understand the important position and role of charity in the new journey of building a socialist modernized country in all respects, actively advocate the new trend of charity for all and for the general public and further enhance the attention of the whole society to charity, especially governments at all levels. The second is to further improve the legal system of charity with Chinese characteristics. This year is the year of revision of the Charity Law. We should take this as an opportunity to absorb and draw on beneficial achievements from abroad, carefully summarize and extract beneficial experiences and unique development models in the development of Chinese characteristic charity undertakings, form our own development path, and create top-level designs that meet the national conditions and career development needs for the development of China's charity undertakings, laying a solid foundation for the rule of law on the path of Chinese characteristic charity. The third is to further optimize the charity regulatory system. On the basis of respecting the development laws of charity, government regulatory departments improve their regulatory concepts and methods for the charity industry, taking encouragement, support, and coordination to promote the development of charity as the basic concept and work starting point of regulation. They not only follow the law and regulations, manage strictly, but also care about love, solve problems, and guide and support the healthy development of charity organizations. The fourth is to further optimize the social environment for the development of charity. We need to increase tax incentives, improve the charity recognition system, strengthen charity promotion efforts, strengthen policy support and spiritual encouragement for charitable donors and practitioners, actively guide social resources to tilt towards charity and enable more and more people to understand, care for, support and voluntarily participate in charity, creating a sunny, rule of law and positive social atmosphere for the development of charity.

Thirdly, to achieve high-quality development of charity, it is necessary to accelerate the modernization of charity with Chinese characteristics. At present, China's charity industry has transitioned from traditional charity to modern charity, from individual behavior to specialized social undertakings, from a few elite charity to mass charity, from offline charity to a combination of online and offline charity, from relief charity to a broad charity thought that focuses on the progress of the entire society, and to take the path of high-quality development, it is necessary to accelerate the modernization of charity with Chinese characteristic. The first is to promote the professionalization of charitable force. It is necessary for charity organizations and practitioners to possess more professional knowledge and skills in charity project design, online and offline fundraising, charity project management and charity event promotion. The construction of charity talent teams also needs to take a more professional and professional development path. The second is to promote the modernization of charitable means. Especially in the Internet age, it is necessary to use modern scientific and technological means such as blockchain, Big Data and artificial intelligence to promote fingertip charity and online charity through new media and new channels such as Tiktok, Weibo and WeChat, constantly improve the efficiency of charity fundraising and project management, innovate the organizational form of charity activities and stimulate more people to participate in charity. The third is to promote the diversification of charitable activities. We should encourage the development of charitable trusts, explore new ideas, approaches, and measures in the establishment, cultivation, management,  support of charitable trusts and provide endogenous momentum and sustainable financial support for charitable activities. We should pay attention to the development of emergency charity, carefully summarize the experience and practices of the charity industry in epidemic prevention and control, emergency rescue, and establish a coordinated mechanism for charity work in emergency situations and a normalized guarantee mechanism for the participation of charity forces in emergency response. We should support the development of community charity, actively promote the "Five Societies Linkage", encourage various forms of innovative community charity activities and promote the institutionalization, projectization and normalization of community charity.

Fourthly, to achieve high-quality development of charity, it is necessary to optimize the governance structure of charity and create a good development ecology for the charity industry. Charity governance belongs to an emerging field of social governance. Further strengthening the overall coordination of the charity industry, building a healthy, orderly and diversified cooperation in the charity industry ecology and governance pattern is of great significance for promoting the high-quality development of charity. The first is to further improve the leadership system for charitable work. Governments at all levels should establish a coordination mechanism for charitable work under the leadership of the Party committee of Communist Party of China, coordinate, supervise and guide relevant departments to do a good job in the development and standardized management of charitable undertakings within their respective responsibilities, especially clarifying the responsibilities of finance, taxation, finance and statistics departments in charitable trusts, charitable properties, and charitable information statistics, strengthening departmental information sharing, and promoting the standardized, orderly, and healthy development of charitable undertakings. The second is to further improve the coordination mechanism of the charity industry. We should encourage the development of hub based charitable organizations, fully leverage the coordinated and exemplary role of charitable industry organizations and hub-based organizations, promote the comprehensive development of various levels and types of charitable organizations, such as funding and service-based organizations to form a healthy ecological pattern of charitable organizations with clear levels, reasonable distribution, distinct characteristics and clear labor division. We should establish a self-discipline mechanism for collaborative linkage and self-supervision in charity industry and enhance the self-discipline and autonomy level of the charity industry. The third is to further improve the internal governance level of charitable organizations. All levels and types of charitable organizations should focus on improving their credibility, continuously strengthen their own construction, improve their business capabilities, enhance internal management systems, optimize decision-making and execution mechanisms, increase organizational execution capabilities, strengthen internal control and supervision procedures and establish a transparent, efficient and standardized management system and operating mechanism of charitable organizations with Chinese characteristics. The fourth is to further strengthen the construction of charitable talent teams. Explore the cooperation between higher education institutions, industry organizations, large-scale charitable organizations and research institutions to cultivate charitable professionals, improve the career evaluation system for charitable practitioners, expand career promotion channels and development space, establish salary and treatment standards that comply with relevant regulations, market rules with incentive effects to enhance the attractiveness of the charitable industry to professional talents.

III. The nine provinces and regions along the Yellow River will surely fulfill new missions and showcase new achievements in promoting the high-quality development of charity undertakings with Chinese characteristics　

In the report to the Twentieth National Congress of the Communist Party of China, Secretary General Xi Jinping pointed out that we should "adhere to take distribution according to labor as the main mechanism, coexistence with multiple distribution methods to build a coordinated system of primary distribution, redistribution and third distribution." This is not only the sacred mission entrusted by the CPC Central Committee to charity in the new era, but also the ardent expectation of the Secretary General for vigorously developing charity and solidly promoting Common Prosperity. Along the Yellow River, the nine provinces (districts) share the same root and derived from the same origin. In the new journey of building a socialist modernized power in all respects and achieving the second centenary goal, we will further strengthen cooperation, highlight key points and make new contributions to promoting the high-quality development charity with Chinese characteristics. The first is to keep in mind the original mission and firmly promote the people along the Yellow River towards Common Prosperity. In 2021, the Central Committee of the Communist Party of China and the State Council issued the Outline of the Yellow River Basin's Ecological Protection and High-quality Development Plan, which proposed "focusing on the middle reaches of ethnic areas, revolutionary old areas, ecologically fragile areas and other areas, continuing to promote the effective connection between comprehensive poverty alleviation and rural revitalization, consolidating the achievements of poverty alleviation and making every effort to help the poverty-stricken people move towards prosperity". To promote the high-quality development of charity, charitable organizations at all levels along the Yellow River will combine charity work with the national ecological protection and high-quality development strategy of the Yellow River basin, effectively play the role of charity in the third distribution, solidly promote Common Prosperity, better give play to the strong positive energy of charity and make due contributions to promoting Common Prosperity in the regions along the Yellow River.

The second is to develop digital charity and focus on building a regional digital charity ecosystem. In recent years, with the vigorous development of digital technologies such as the Internet, Big data, 5G, artificial intelligence and blockchain, digitalization is becoming a key force to change human production and life style and reshape the world development pattern. It not only expands the spatial and temporal pattern of charity, strengthens the transparent management of the entire process of charity, but also lays a solid foundation for achieving a new charity of co construction, co-governance and sharing. In recent years, Henan has adhered to the principle of "one game of chess for the whole province, working together from top to bottom, and linking provinces, cities and counties (districts). In accordance with the law, it has organized charitable organizations throughout the province to participate in digital public welfare and “Tencent 99 Public Welfare Day” activities, continuously innovating the mechanism of internet charity fundraising. From RMB13.88 million Yuan in 2018 to RMB 1.08 billion Yuan in 2022, Henan's online fundraising has achieved leapfrog development, ranking first in the country for two consecutive years. As far as the regions along the Yellow River are concerned, especially the underdevelopment in the middle and upper reaches of the Yellow River, the promotion of the high-quality development of charity will give full play to their advantages and actively launch a number of characteristic charity projects that reflect the local reality and have network appeal so as to realize the mutual aid and multi-directional progress of charity resources, complement the shortcomings of people’s livelihood and enhance the sense of gain, happiness and security of the people in the regions along the Yellow River. The third is to highlight regional linkage and create a good atmosphere for the coordinated development of charity work along the Yellow River. The nine provinces (districts) along the Yellow River cover an area of 1.3 million square kilometers with a population of 420 million and a gross regional product of RMB 28.7 trillion Yuan. They are at a medium level of development in the country with a good foundation in the promotion of high-quality economic and social development at a new starting point. In the field of charity work, establishing a development mechanism of regional collaboration, provincial collaboration and intercity collaboration to promote the coordinated development of charity work along the Yellow River is an important measure to achieve high-quality development of charity. I believe that by creating a group of unique brand projects along the Yellow River and forming a scale effect for overall promotion, the Yellow River region will be able to effectively integrate charitable resources in a wider range of fields, better play the important role of charity in social construction in the new era and hand paint a beautiful picture of ecological protection and high-quality development in the Yellow River Basin. The fourth is to highlight the Yellow River affections, create and promote a charitable culture with regional characteristics. The active and charitable culture is an important bond for a nation to share weal and woe. In the new era, the regions along Yellow River have seized the favorable opportunity for high-quality development, taking the Yellow River spirit as a link, highlighting the national affections, combining the promotion of Yellow River culture with the creation of charitable culture with Chinese characteristics to vigorously promote the cultivation of charity concepts, research on charity theories and dissemination of charity culture, further optimize the development environment of charity with Chinese characteristics, which will surely gather more powerful spiritual force for rural revitalization and Common Prosperity, providing more solid guarantee for the high-quality development of charity in the regions along the Yellow River.
